Cost of Scaffolding Included

Landlord applied for MCI rent hikes based on new windows, pointing/waterproofing, compactor, and scaffold erection. The DRA ruled for landlord, and tenants appealed. Among other things, tenants objected to any rent hike for the scaffolding. The DHCR ruled against tenants. The scaffolding was needed while landlord did the window installation. So it was properly included in the total cost of the MCI.
