Landlord applied for MCI rent hikes based on elevator upgrading. The DRA ruled for landlord, and tenants appealed. They objected to some additional expenses that landlord claimed were part of the MCI costs. The DHCR ruled against tenants. All of the additional work landlord submitted proof for was done in connection with a qualifying MCI. So they were properly included in calculating the rent increases.
