Landlord applied for MCI rent hikes for exterior facade work, related consulting fees, and other items. The DRA ruled for landlord. Tenants appealed, objecting to the consulting fees. The DHCR ruled against tenants. Certain engineering or architectural expenses that are directly related to an MCI, and that are not otherwise duplicated, qualify for a rent hike. Landlord showed that the preparatory inspections and cost for the drawing of plans and specifications were both necessary and customary to perform the work in question.
