Scratches and Chips on Apartment Entrance Doors

Tenant complained of a reduction in building-wide services. The DRA ruled for tenant and reduced his rent. An inspection showed that hallway walls and ceilings, and the fire escapes, weren't being maintained. Tenant appealed, pointing out that he had complained of other conditions that weren't confirmed by the DRA. The DHCR ruled against tenant. The scratches and chips on apartment entry doorways and molding surfaces in the hallways were minor conditions and didn't warrant any rent reduction.
