Landlord Must Give Tenant a Second Entry Door Key

Rent-stabilized tenant complained of a reduction in services because landlord wouldn't give him a second key to the building entry door. The DRA ruled for tenant and reduced his rent. Landlord appealed and lost. Despite two notices from the DRA, landlord never answered tenant's complaint. Landlord could apply for rent restoration after providing tenant with a second key.
