Landlord applied for MCI rent hikes based on the installation of a burner, windows, and plumbing. The DRA ruled against landlord because it didn't submit requested information. Landlord appealed, claiming that it had difficulty getting the needed information from prior landlord, who had filed the MCI application. Landlord submitted some of the missing documentation with its PAR. The DHCR ruled against landlord. Landlord and prior landlord were given a number of chances to submit requested information and didn't do so.
