Landlord Didn't Submit Additional Requested Information to Support MCI Application

Landlord applied for MCI rent hikes in 2019 based on replacement of a courtyard and walkways. The DRA ruled against landlord in 2021 based on landlord's failure to submit additional documentation sought by the DHCR in a Request for Additional Information (RFAI). Landlord appealed and lost.  In its PAR, landlord indicated that its staff member had been on maternity leave at the time the RFAI was sent and that it would submit the missing requested architect affidavit. But landlord had made no further submission to supplement its PAR.
