Application Denied Because of Missing Registration

Landlord applied for MCI rent hikes based on the installation of new windows. The DRA ruled against landlord because landlord didn't register the building in 1993. Landlord appealed and lost. The DHCR complied with its Policy Statement 90-9 and notified landlord that certain registrations were missing while landlord's MCI application was pending. Although landlord got two notices from the DRA in early 1994, landlord didn't file the 1993 registration until March 1995, almost six months after the DRA's decision was issued. Landlord had sufficient chance to file the missing registration.
