Landlord Missing Registrations

Landlord applied for MCI rent hikes based on the installation of replacement windows. The DRA ruled against landlord because landlord hadn't filed annual apartment registrations for 1986 or 1987. Landlord appealed, claiming that registrations had been filed. The DHCR ruled against landlord. Landlord hadn't filed the registrations by the time the DRA's order was issued in 1989, even though landlord had gotten notice from the DRA that they were missing.
