Access to Roof and Basement Storage Area Not Required

Tenants complained of a reduction in building-wide services. Among other things, they claimed that landlord denied them access to the roof and basement storage area. Landlord claimed that access to these areas wasn't a required service. Landlord submitted a copy of a prior DRA order making such a ruling. The DRA ruled against tenants, and they appealed. The DHCR ruled against tenants. Access to the roof and basement storage area were never registered as services by landlord. And tenants had never appealed the prior DRA order finding that they weren't required services.
