Landlord Restored Basement Storage Area

Tenants complained of a reduction in services because landlord discontinued free basement storage space. The DRA ruled for tenants and reduced their rent. Landlord later applied for a rent restoration based on the restoration of services. The DRA ruled for landlord. Tenants appealed, claiming that the storage bins were locked and landlord would not give tenants the keys. The DHCR ruled against tenants. Landlord stated that tenants were repeatedly offered one large, secure bin, but they didn't accept it. In addition, tenants didn't complain that landlord didn't provide storage bins. They only complained that there was no free storage area. Landlord had restored the service that tenants had complained about.
