24-Hour, Seven-Day-a-Week Security Guards Not Needed

Landlord applied to the DRA for permission to modify required services. Landlord sought to convert elevator service from manual to automatic, seal the exit door from the laundry room, and install a video intercom/buzzer system. The DRA ruled for landlord on the condition that landlord provide 24-hour, seven-day-a-week security guards. Landlord appealed, claiming that this was unnecessary. The DHCR ruled for landlord.

The DRA ruled for landlord on the condition that landlord provide 24-hour, seven-day-a-week security guards. Landlord appealed, claiming that this was unnecessary. The DHCR ruled for landlord. Landlord hadn't gotten an MCI increase for the change in services, there was no current security system or guards, and tenants didn't show that the elevator operators provided building security. So landlord didn't have to provide security guards in addition to the proposed video intercom/buzzer system. There would be a closed-circuit TV in the lobby to monitor all entrances and exits of the building plus 24-hour video taping with cameras at the entrances and exits. Landlord was directed to keep the laundry room exit open and to provide a video camera at that door.
