Water Sprinkler Installation Didn't Qualify

Landlord applied for MCI rent hikes based on the installation of a water main and sprinkler system. The DRA ruled against landlord. Landlord appealed and lost. Under the Rent Stabilization Code Section 2522.4(a)(3), a water sprinkler system installed for fire control purposes qualifies as an MCI. But the contract and invoice submitted for the work didn't clearly describe what was done and didn't indicate specifically that the new water sprinkler system was done for fire control purposes.
