Incomplete Water Main Installation Didn't Qualify as MCI

Landlord applied for MCI rent hikes based on the installation of a new water main. The DRA ruled against landlord, who appealed and lost. Landlord's contract stated that the work consisted of replacement of the water main from the existing tap connection in the city main to the inside front wall of the building, where it was connected to existing house piping with a new control valve. The work didn't include the installation of new overhead mains in the basement of the building. It therefore didn't qualify as an MCI.
