Washing Machines, Dryers Were Operative

Tenant complained of a reduction in building-wide services. The DRA ruled for tenant based on inoperative washers and dryers in the laundry room. Landlord later applied for rent restoration based on restoration of services. The DRA ruled for landlord. Tenant appealed, claiming that the machines still weren't working. But a DHCR inspection showed that six washers and six dryers were operative. So the DHCR ruled against tenant.
