Landlord Restored Inoperable Washing Machines

Tenant complained that two of the four washing machines in the building basement were inoperable. Tenant said that the machines broke down on a weekly basis. THe DRA ruled for tenant and reduced his rent. Landlord later asked for rent restoration based on the restoration of services. The DHCR ruled against landlord. The DHCR's inspector found that one washing machine was missing, and another didn't accept coins. Landlord asked for reconsideration. It had purchased a new washer and installed card-reading equipment on all of the washing machines.
