Visitor's Side of Intercom Not Working

Tenant complained of a reduction in services based on a defective intercom. The DRA ruled for tenant and reduced her rent. Landlord appealed, claiming that it had fixed all conditions tenant complained about. The DHCR ruled against landlord. Inspection showed that the visitor's side of the intercom, audio and buzzer, were defective. So the DRA correctly reduced tenant's rent based on this reduction in services.
