Violation Notice Says Debris Was Loose

DOS issued a violation notice to landlord, stating that the area in front of landlord's building was littered. Landlord claimed that she cleaned twice a day in front of the building. The ALJ ruled against landlord and fined her $50. Landlord appealed. ECB ruled for landlord. The inspector found that the debris in front of landlord's building was loose, not matted down. This supported landlord's claim that she swept twice a day. This was a reasonable effort to keep the area clean.
