Loose Rubbish on Sidewalk

DOS issued a violation notice to landlord for leaving loose rubbish out on the sidewalk. Landlord claimed passersby left the boxes in front of the building. The ALJ ruled against landlord and fined him $50. Landlord appealed, claiming that the building super swept in front of the building five times a day. ECB ruled against landlord. Whether the sidewalk was clean was not the issue. Landlord left loose rubbish out for collection and was properly fined.
