Tenant complained of a rent overcharge. The DRA ruled for tenant, and landlord appealed. Landlord complained that the DRA didn't give him a rent increase for a new dishwasher and refrigerator installed in tenant's apartment in 1982. The DHCR found that this was proper. Landlord had been granted a rent increase in 1974 for the installation of a dishwasher and refrigerator. The useful life of this equipment hadn't expired within eight years, so landlord wasn't entitled to an additional rent increase.
