Two Items Left Blank on Application

Landlord applied for MCI rent increases based on the installation of new windows. The DRA denied landlord's application because it was incomplete. Landlord appealed, arguing that it never got the chance to submit a corrected application. The DHCR sent the case back to the DRA, with instructions to process the application. Landlord had left two minor items blank on his application. The DRA should have given landlord the chance to correct the omissions.
