Two-Family House Illegally Altered to Seven SRO Units

DOB issued violation notices to landlord for illegally altering a two-family house into SRO units. Landlord claimed that there were no alterations and that tenants occupied the floors as roommates. The ALJ ruled for landlord and dismissed the violations. DOB appealed and won. The violation notices and DOB photographs were proof that landlord created seven separate SROs in the two-family house. There were locked doors within apartments and lack of access to all parts of the dwelling units. Landlord submitted insufficient proof of common household living by the SRO occupants.
