Landlord Illegally Altered One-Family House to Two-Family

DOB issued two violation notices to landlord for altering a one-family dwelling to a two-family by adding a second-floor apartment with full kitchen, bathroom, and two bedrooms. Landlord claimed that the conversion took place before he bought the building. The ALJ ruled against landlord and fined him $2,800. Landlord appealed and lost. Landlord failed to prove that this was a preexisting condition and was properly fined even if he was in the process of correcting the condition.
