Toilet Problem Was New Condition

Tenant complained of a reduction in services based on low water pressure in the bathroom sink and shower. The DRA ruled for tenant and reduced his rent. Landlord later applied for rent restoration based on restored services. The DRA ruled for landlord. Tenant appealed, claiming that the water pressure was still low in the toilet. The DHCR ruled against tenant. Tenant's original complaint didn't mention toilet water pressure. An inspection showed that the condition in the sink and shower had been repaired. So the rent was properly restored.
