Tenant Refused Installation of New Toilet

Landlord later applied for rent restoration based on restoration of services. The DRA ruled for landlord. Tenant appealed, claiming that services weren't restored. The DHCR ruled against tenant. The DHCR inspection showed that the toilet was flushing properly. Tenant refused to permit landlord to install a new toilet, which was the same size as the existing toilet and which included a new toilet seat.
