Three Out of Four Hallway Floors Replaced

Landlord applied for MCI rent hikes based on the installation of new hallway floors. The DRA ruled against landlord. Landlord appealed and lost. Landlord replaced flooring in three public hallways in a four-story building. So the work wasn't done on a building-wide basis and didn't qualify as an MCI. Landlord argued that the basement hallway floor was renovated in 2002. But this only confirmed that the work was done in a piecemeal fashion and was only maintenance and repair.
