Three Daily Cleanings Not Sufficient

DOS issued a violation notice to landlord for not cleaning in front of the building. Landlord claimed that its porter cleaned around the building three times per day. The ALJ ruled against landlord and fined it $50. Landlord appealed and lost. The violation notice stated that there was a substantial amount of litter in front of the building. Even if landlord was sweeping three times per day, it obviously wasn't sufficient under the circumstances.
