Twice Daily Cleaning Not Enough

DOS issued a violation notice to landlord for not cleaning 18 inches into the street. Landlord claimed that he cleaned twice a day. The ALJ ruled against landlord and fined him $50. Landlord appealed and lost. Landlord was required to make reasonable efforts to keep the area in front of the building clean. An inspection showed matted-down debris at the curbside. If, as landlord claimed, the area was very commercial, landlord needed to clean the area more than twice a day.
