Tenants Signed Settlement Agreement in Housing Court

Tenant complained of a reduction in building-wide services. The DRA ruled against tenant and closed the case because the same service issues had been resolved in a housing court case. Tenant appealed, claiming that many of the conditions still existed. The DHCR ruled against tenant. Tenant, along with other tenants, signed a settlement agreement in housing court by which landlord gave tenants a three-month rent abatement for the conditions complained of. By law, tenant couldn't get a second rent cut from the DHCR for the same conditions dealt with in housing court.
