Tenant's Rent Reduced Based on Vermin and Mold

Rent-stabilized tenant complained of a reduction in services based on roaches and mice in the kitchen and mold in the bathroom. The DRA ruled for tenant and reduced her rent. Landlord appealed and lost. DHCR inspection found mouse droppings and dead roaches in the kitchen’s base cabinet, as well as visible mold stains on the bathroom ceiling.
