Leaks and Mold Found in Tenant's Apartment

Mt. Vernon rent-stabilized tenant complained of a reduction in services, based on a number of conditions in her apartment. The DRA ruled for tenant and reduced her rent. Landlord appealed and lost. Landlord claimed that tenant wouldn't give access for repairs. But landlord didn't raise this issue before the DRA, and landlord had gotten access to fix some of the complained of conditions by the time of the DHCR inspection. The DHCR's inspector found a blistered and bubbling kitchen wall, and bathroom window caulking that contained mold.
