Tenant's Rent Check Didn't Show Full Rent

Tenant complained of a rent overcharge. The DRA ruled against tenant, finding no rent overcharge. Landlord appealed, however, because the DRA's order incorrectly stated that tenant's monthly rent in 1995 was $580. This amount was based on tenant's rent checks. In fact, tenant's legal rent was $866. This was the amount payable under tenant's lease. The difference in the lease amount and the amount paid by tenant was paid for tenant by public assistance.
