DRA Didn't Include Allowable Rent Increase

Tenant complained of a rent overcharge, and the DRA ruled that tenant had been overcharged about $1,500. Landlord appealed, claiming that the DRA didn't include several allowable rent increases in its calculations. The DHCR ruled for landlord. The DRA's calculations omitted an MCI rent hike, a guidelines increase, and an improvements increase.
