Tenant complained of reduced services. A DHCR inspection revealed that the apartment was roach-infested, that there was peeling paint and plaster in several rooms, and that the apartment door frame had gaps in it. The DRA cut tenant's rent, and landlord appealed. Landlord wins, in part. Tenant didn't complain about the apartment door, so he shouldn't get a rent cut for that condition.
