Tenant Wasn't Provided with Two Keys

Tenant complained of a reduction in services because landlord gave tenant only one key to a building entrance door. Landlord claimed that this was a minor condition and that tenant waited more than four years to complain. The DRA ruled for tenant and reduced his rent. Landlord appealed and lost. Minor conditions are those that have minimal impact on tenants, aren't health hazards, don't have an effect on the use and enjoyment of the premises, and may exist despite regular maintenance of services.
