Tenant Used Apartment for Storage

Landlord sued to evict rent-controlled tenant for nonprimary residence. Landlord claimed that tenant used the apartment just for storage and that she lived nearby with her mother. The trial court ruled for landlord. Tenant appealed and lost. Tenant's electrical usage at the apartment was very low, and there was no gas usage for five years. Tenant had no phone service at the apartment after 1995. The apartment was piled high with boxes, newspapers, and clothing, with little empty floor space.
