Tenant Says Claimed Improvements Weren't Made

Tenant complained of a rent overcharge. The DRA ruled for tenant and ordered landlord to refund $7,200, including triple damages. The DRA disallowed a rent increase based on claimed apartment improvements. Landlord appealed and lost. Landlord's contractor was a tenant in another of landlord's buildings. The contractor's bills weren't on company stationery. Landlord claimed that the contractor did renovation work costing $5,800. Tenant said no renovation work was done. Instead, the apartment was in poor and dirty condition when he moved in. Landlord submitted no response. Landlord didn't show that the claimed improvements were done.
