Tenant Owed Back Rent

The DRA ruled for tenant, finding a total overcharge of $1,000. Landlord appealed and showed that tenant owed back rent for some periods. Landlord asked the DHCR to reduce the overcharge amount. The DHCR ruled for landlord. Tenant didn't deny that he owed back rent. This was deducted from the overcharge amount. So landlord owed tenant only a $450 refund.
