Tenant Installed Own Refrigerator

Tenant asked for a rent cut because she had installed her own refrigerator. She didn't claim any defect in the old refrigerator. Landlord stated that he was willing to install a refrigerator if tenant requested one. The DRA ruled against tenant, and tenant appealed. The DHCR again ruled against tenant. The fact that tenant bought her own refrigerator wasn't enough reason to grant a rent cut. Tenant didn't claim that landlord refused to provide one or had refused to repair or replace a defective one.
