Tenant Disrupted DHCR Inspection

Tenant complained of a reduction in services. She claimed that her apartment needed painting. Landlord claimed that tenant didn't provide access. The DHCR scheduled a no-access inspection. At the inspection, tenant started taking photographs of the inspector and landlord's workers. They asked tenant to stop doing this. Tenant kept taking pictures and argued with the inspector. The inspector stopped the inspection. The DRA dismissed tenant's complaint. Tenant appealed and lost. The inspector reported that tenant was abusive and argumentative.
