Landlord Didn't Prove Cash Payment Made

Tenant complained of a rent overcharge. Landlord claimed that the apartment was renovated in 1993 before tenant moved in. So landlord claimed that it should get a rent increase for apartment improvements. The DRA ruled for tenant. Landlord appealed and lost. Landlord claimed that it paid cash for the apartment improvements. But landlord didn't submit a sworn statement made at the time the payments were made. Landlord, instead, submitted an unsworn statement with its PAR.
