Tenant Didn't Prove Incorrect Room Count

Landlord applied for MCI rent hikes based on waterproofing and installation of a new roof. The DRA ruled for landlord. Tenant appealed, claiming that landlord's room count was incorrect. He said his apartment contained two rooms, not three. The DHCR ruled against tenant. The DRA had asked tenant to submit a drawing of his apartment. Tenant hadn't done so and couldn't submit documentation for the first time on appeal.
