Tenant Didn't Prove Incorrect Room Count

He said his apartment contained two rooms, not three. The DHCR ruled against tenant. The DRA had asked tenant to submit a drawing of his apartment. Tenant hadn't done so and couldn't submit documentation for the first time on appeal.
