Tenant Didn't Allow Workers to Work Past Noon

Tenant complained of a reduction in services based on a kitchen ceiling that needed repairs. The DRA ruled for tenant and reduced her rent. Landlord later applied for rent restoration. The DRA ruled for landlord. Tenant appealed, claiming that the work wasn't finished. An inspection showed that landlord had repaired the ceiling but hadn't finished painting the area. Landlord said that tenant wouldn't let its workers stay past noon on two days, a Thursday and a Friday, and wouldn't tell them if they could return on the next workday. Tenant admitted this. She said the workers should have come back on Saturday. The DHCR ruled against tenant. Landlord was attempting to make the repairs, and tenant interfered with access.
