Tenant Denied Access to Complete Repairs

Tenant complained of a reduction in services based on a number of conditions. The DRA ruled for tenant and reduced his rent. Landlord later sought rent restoration and lost. Three of the 12 conditions remained uncorrected. These were dust around the top of a riser pipe in the bathroom, a missing Venetian blind in tenant's living room, and a hole in the bedroom that had been repaired in an unworkmanlike manner. Landlord appealed and won. Landlord advised the DRA that tenant had failed to give it access to complete the repairs.

Landlord sent tenant access request letters by certified mail, and U.S. Postal Service Web site records showed that these letters had been delivered. In addition, the three conditions in question were minor.
