Tenant Complaint Not Defective

Tenant complained of a rent overcharge. The DRA ruled for tenant, and landlord appealed. Landlord claimed that tenant's complaint was defective because it wasn't specific. The DHCR ruled against landlord. Tenant was merely required to file a complaint claiming an overcharge. Tenant's complaint was sufficient.
