Tenant Complained of No Air Vent in Bathroom

Tenant complained of reduced services, claiming there was no air vent in the bathroom. A DHCR inspection showed that an air vent had been installed, but that it leaked when it rained. The DRA cut the rent, and landlord appealed. Landlord argued that it had addressed tenant's complaint because it had installed the air vent. The DHCR ruled for landlord, and revoked the rent cut. The DRA shouldn't have cut the rent for a condition tenant didn't complain about. Since landlord hadn't been told about the leaking vent, it had no chance to correct the problem.
