No Proof of Vents in Tenant's Bathroom

Tenant complained of a reduction in services. He claimed that his bathroom didn't ventilate properly and that vents had been covered up by an illegal drop ceiling. The DRA ruled against tenant. Tenant appealed and lost. The DHCR's inspector found no evidence of vents being previously provided in tenant's kitchen or bathroom. So landlord hadn't reduced or discontinued a required service.
