Tenant Claims Demand Forms Are Deceptive

Rent-controlled tenant sued landlord. Tenant claimed that landlord sent altered HPD demand forms to tenants to discover how much rent they received from roommates. Tenant asked the court for a declaration that landlord violated the law and a bar against continuing to send the altered forms. Landlord claimed that he had stopped sending the forms and asked the court to dismiss the case. The court ruled against landlord. The court still had authority to order landlord to stop sending the forms. And tenant could seek compensatory damages from landlord.
