Tenant Claimed Landlord Used Unlicensed Contractor

Tenant complained of a rent overcharge. The DRA ruled against tenant, finding no overcharge. Tenant appealed. The DRA had granted landlord a rent increase for individual apartment improvements. Tenant claimed that landlord's contractor was unlicensed. The DHCR ruled against tenant. It didn't matter whether the work was done by an unlicensed contractor. The Rent Stabilization Code set no limits on who could do the improvement work.
