Tenant Can't Duplicate Front Door Keys

Tenant complained of a reduction in services based on landlord's failure to provide duplicate front door keys after changing the front door lock. The keys were of a special type that couldn't be duplicated simply by taking them to a locksmith. The DRA ruled against tenant. Tenant appealed and lost. The ability of tenants to duplicate the front door key wasn't a required service. And landlord had given each tenant two front door keys when the lock was changed. Landlord wasn't required to give tenant an unlimited number of building entry keys.
